In order to ensure the protection of the natural healing resources of the spa town of Bílina, these protection zones are established, their area delimitation is drawn on the map at a scale of 1:50, which is an integral part of this regulation.

1st degree protection zone

  1. The 1st degree protection zone protects the immediate surroundings of the captured natural healing sources. The area is shown on the map.
  2. In the protection zone of the 1st degree, the works listed in § 23, paragraph 2 of the Decree of the Ministry of Health of the Czech Republic No. 26/1972 Coll., on the protection and development of natural healing spas and natural healing sources are prohibited (hereinafter only Decree No. 26/1972 Coll.); however, works are permitted according to § 24 of Decree No. 26/1972 Coll.
  3. On the basis of the submitted documentation and the binding assessment of the Ministry of Health of the Czech Republic – the Czech Inspectorate of Spas and Springs, they may be in the 1st degree protection zone (hereinafter only the Inspectorate) small scale blasting work permitted. The documentation must be worked out in detail for the documentation of large-scale blasting work.
  4. The protection zone of the 1st degree is the zone of the highest protection of natural healing resources from oil and oil products. It is forbidden to place petroleum storage facilities, build boiler rooms for liquid fuels and place all objects handling and storing petroleum substances here. It is further in the protection zone of the 1st degree, with the exception of the ČD line and the I/27 road the passage of vehicles transporting oil and oil products is prohibited, which will be marked with appropriate traffic signs in the additional distances.
  5. In the protection zone of the 1st degree, the agricultural land fund can be used only as permanent grasslands; the use of plant protection products and insecticides is prohibited.
  6. In the protection zone of the 1st degree, the forests must be declared and the method of management in the forests listed in accordance with the management in the special purpose forests and in the protection forests.
  7. In the protection zone of the 1st degree, § 30 of Decree no. No. 26/1972 Coll., on the procedure for issuing zoning decisions, building permits and water management decisions.
  8. In the protection zone of the 1st degree se prohibits the sprinkling of roads with chemical means.
  9. In order to check the hydrogeological conditions of the natural healing springs of the spa town of Bílina, the organization that manages the natural healing resources must ensure regular measurements of yield, level or pressure levels, measurement of temperature, carbon dioxide content, chemical composition and monitoring of bacteriological and biological contamination, namely in the scope and frequency determined by the Inspectorate in a binding assessment. At the same time, this organization will ensure clear processing and evaluation of the performed measurements.

2st degree protection zone

  1. The protection zone of the 2nd degree includes a wider infiltration area, it protects the spring structure from deeper interventions into the rocks in the bedrock of the coal seam and into the crystalline bedrock, and thus also the environment for the creation of natural healing sources and the exit path of gaseous carbon dioxide. The area is shown on the attached map.
  2. Agricultural production must pay attention to the principles of soil erosion protection, it is here the construction of large-capacity warehouses of artificial fertilizers is prohibited and the construction of large-scale agricultural buildings is prohibited here.
  3. Agricultural melioration can be authorized by the Inspectorate on the basis of documentation prepared in accordance with the joint instructions of the Ministry of Foreign Affairs and the Ministry of Agriculture of the Czech Republic (Provisional methodological instructions for assessing the expected effects on the interests of water management). Reclamation measures associated with the fertilization of agricultural land (after amelioration works have been carried out, after the removal of overgrown greenery and after the cancellation of overgrown and dead orchards) it is possible to act without restrictions and without the prior approval of the Inspectorate.
  4. In the protective zone of the 2nd degree of natural medicinal sources, the inner part of the zone is defined (hygienic protection as in the zone 2 of surface and underground water), where there is pesticide use (including herbicides and insecticides) modified according to "Measures to protect drinking water sources" according to "The list of permitted plant protection products FMZ and Vž" (Volume 1984 - page 41 and 42; the list is updated annually).
  5. It is in the protection zone of the 2nd degree the establishment of all types of landfills without hydrogeological documentation and without a positive binding opinion of the Inspectorate is prohibited.
  6. In the 2nd degree protection zone, the existing buildings listed in No. 4 must be brought into compliance with ČSN 83 09 15 no later than 1 year after the acquisition of legal force of this decision.
  7. In the protection zone of the 2nd degree, commercial forests must be transferred to the category of forests of special purpose and proceed according to No. 1.6.
  8. In the protection zone of the 2nd degree, § 30 of Decree No. 26/1972 Coll., on the procedure for issuing zoning decisions and building permits, must be observed.
  9. In the Tertiary filling of the basin in the protection zone of the 2nd degree, the overburden removal, mining of the lignite seam and necessary work in the subsoil of the seam is permitted (e.g. retention tanks) without limits.
  10. Excavation of Tertiary volcanics in the protection zone of the 2nd degree is possible only after the submission of hydrogeological documentation and on the basis of a positive binding opinion of the Inspectorate. The establishment of internal dumps can be carried out without restrictions and without the prior approval of the Inspectorate.
  11. Drilling work in the subsoil of the brown coal seam and in the crystalline subsoil can only be carried out in the protection zone of the 2nd degree on the basis of a positive binding opinion of the Inspectorate.

3st degree protection zone

The protection zone of the 3rd degree is not established.
